The Luftwaffe’s main forces — the Eurofighter and Tornado fighter jets and its CH-53 transport helicopters — are only available for use an average of four months a year — the rest of the time the aircraft are grounded for repairs and rearmament.

Used on rotation, is it that unusual for an airframe to be in active (and therefore tip top ready to go) condition for 4 months out of 12? Of course it could mean it's in service for Jan - April then out for the rest of the year, or on for ten days then in maintenance or whatever for 20 and so on. How would the rotation work? - question for someone in the know!
