First point the article makes is "Domestically built twin-seat Kowsar was displayed in a flypast in Tehran today"
I wonder, perhaps, if that's because pictured is an IRIAF F-5F Tiger II?! There's a video included in the article which shows the aircraft's serial number to be 3-7400. Oddly enough, in the same block as all their F-5s.
Oh, by the way, this is a Kowsar...

Iran has modified some of its F5s with twin tail fins (Saeqeh 2) but they have been around a while now also.
What ever it is i bet not that good.

To be fair, Forces news also reported it is a new fighter, without even mentioning the F-5.

Even with all the "It's an F-5", "No it's not" guff behind us, the Kowsar looks an awful lot like the Taiwanese-designed and built AIDC AT-3 Tzu Chung rather than the indigenous clean-sheet design the Iranians are saying it is.
