His tyres were finished (he'd had them on since lap 17) and would never have made it to the finish, so he had to pit anyway. The gamble on the inters was one worth taking as he had no chance of points if it stayed dry.
Ted Kravitz on Sky claimed that he'd only run one compound of tyre and had to pit for the second compound, but that's not true - he started on the super soft and put the softs on at his stop.
