If you use the electronic shutter there's no blackout, because the shutter doesn't move.

There's still blackout with the mechanical shutter because there's still something physically moving in front of the lens elements and blocking the view.

It's a weird bug between phpbb (the forum software) and some websites.

Id expect the issue is postimages.org is no longer allowing websites to query the image size.

All I can suggest is using a different image host.

The issue has existed in phpbb since 2007 at least.

Do you mean the Outlook Web App (https://outlook.live.com/owa/ or https://outlook.live.com/mail/inbox) as Hotmail hasn't existed for a couple of years now.
