They all have to fly below 1000' at some point. RAFAT probably have more currency in flying large formations though.

They're probably more confident about being able to starburst without hitting each other if they suddenly find themselves in IMC at 1000'

They're certainly trying pretty hard. Juno did a run along the Mall a while ago and is now orbiting ~1000' over Walthamstow.

Heathrow's operating fine, they could just spread out and do it under IFR. Might take a while though...

They can't delay it very much without the main man missing it; by my calculations, if he leaves much after 5pm he'll miss his purple airspace booking.
