Any definition of "young" is arbitrary - the risk to someone one day younger than the limit is indistinguishable from the risk to someone one day older than it.

It will be interesting to see if "VtW" discusses my biggest bugbear with this - how do the 50% of the population without a reasonably modern smartphone use a vaccine passport. Once again, the techie people advising the Government seem to be running away with the idea that an app will solve everything.
