Much of it has to do with the change in accounting method by the MoD to 'resource based accounting' - this means that the beancounters know the cost of everything, but not its true value. No doubt finance of the role demo was an issue, although in reality the crews, aircraft were already 'paid for' ...

Defence Estates still own Upper Heyford and Alconbury, but not Bentwaters. There is a development proposal for Alconbury m that resurrects old ideas for the site, and the annex occupied by the USAF is due for wind-down by 2017 according to DE's strategy documents. Ah, the RAF's 'Engagement Strategy' at its finest. Apparently there's a new section within Air Command dedicated to such matters, so look out for more strategic communication with the public such as this.
