He wants to stop the planning of Tunisian terrorist type acts via disruption tactics. Stop extremism with this one action, not really achievable.

As stated there are many modes and custom functions that could cause the shutter to stay open. The other thought is a camera problem. Check the manual, sounds obvious but can be a start. Check curtain shutter sync setup, as the problem described sounds an awfully like this setup. If it is a settings...
