Arrivals .road closed

Just seen on another forum that the footpath along road at end of runway from school cottage to washpool lane is closed to all pedestrians . And anybody in that area will be moved on. I believe a temporary footpath into field to bypass this will be in place but no stopping is allowed. Is this right
