I believe you just buy a business day ticket, these are four times the cost of the normal public tickets but I can't see any restrictions on who can purchase them. I guess the price alone will deter most of the public from attending on those days.

The Aviation Photography exhibition “Stars of MAKS in Zaryadye Park”, which was held in triumph in the exhibition hall of Zaryadye Park Media Center, confirmed the huge interest in aviation and astronautics that exists in society. The exposition and special events held from 4 to 23 June were visited by more than 16 thousand people. Publications on social networks collected more than 735 thousand views.
Works performed by leading Russian aviation photographers recreated the atmosphere of the largest aviation event in Russia and Eastern Europe - the MAKS International Aviation and Space Salon. Breathtaking footage of flights, reviews of static exposition, portraits of pilots - demonstrated a high artistic level and mastery of performance. In addition to the pictures taken by professionals, the exhibition featured three works that won in the competitive selection, created by amateurs of aviation photography.
The “Conservation Embassy” of the Zaryadye Park also hosted a number of special events. On June 4, the opening day of the exhibition, a meeting was held on preparations for the MAKS-2019, chaired by the Deputy Minister of Industry and Trade of the Russian Federation, Oleg Bocharov. On June 10, a program of lectures, autograph sessions and master classes started.
“The exhibition not only reminded aviation enthusiasts of the upcoming holiday - the MAKS-2019 showroom, but also introduced thousands of people to aviation photography, spoke about the romance of flights. We are pleased that one of the constant feedback from visitors was to repeat meetings with outstanding aviators at MAKS. Undoubtedly, the event achieved its goal: the air show found new fans, and the aircraft won the hearts of the guests of the Zaryadye park, ”said Deputy General Director of Aviasalon JSC Nikolay Zanegin.

On August 31, the MAKS-2019 Cup football tournament will take place at the historic METEOR stadium in Zhukovsky near Moscow.
The event aimed at strengthening communications, consolidating teams and developing corporate sports will be held under the banner of the main event in the industry - the XIV International Aviation and Space Salon. Preparation for the competition "Cup MAKS-2019" is carried out by the company "Business Sport".
64 corporate teams, 128 matches, 762 participants, thousands of fans, professional sports stars and company executives will meet for the first time on the football field to enjoy the spectacular game, chat in an informal setting and identify the winner.

Accreditation for MAKS-2019 takes place in three stages:
-The first is to fill in the application for accreditation of your media, which must be sent before August 5.
-The second is personal accreditation of your media staff, the form of which you will receive to the email address indicated in the application. The form, in accordance with the accreditation quotas provided, must be completed and sent before August 12
-The third is the issuance of permits. From August 19, journalists who have confirmed their readiness for accreditation in the private office (the message “Allow extradition” in the “Status” column) can receive a “Press” pass. The XIV All-Russian Aviation Fans Meeting, the first stage of which is held on June 27-29, 2019 at the Oreshkovo aerodrome in the Kaluga Region, will be held with the support of Aviasalon, the official organizer of the International Aviation and Space Salons.
The opening of the meeting and the solemn ceremony with the participation of the Governor of the Kaluga region, Anatoly Artamonov, are scheduled for 28 June. Also on Friday will begin work workshops and presentations. During the meeting, a meeting of the AON Congress Organizing Committee will be held. An extensive air program is scheduled for Saturday, June 29th. The thematic section dedicated to unmanned aircraft systems (UAS) will be created as part of the exhibition program of the XIV International Aviation and Space Salon MAKS-2019. The organizer of the section is the Aeronet Association, with which Aviasalon OJSC signed an agreement on granting exclusive partner status.
The thematic section will be a collective exposition of companies developing and producing unmanned aerial vehicles, avionics, engines and target load for them, providing services for UAS operators and operating unmanned vehicles. A demonstration of unmanned aircraft is also scheduled. A number of thematic events are being prepared as part of the business program of the salon.
“The use of unmanned aircraft systems is one of the most promising areas for the development of entire sectors of the economy, such as logistics and transport. The selection of a thematic section is both a statement of the significance of UAS, and concern for improving the effectiveness of exhibition marketing of companies operating in this field. I am sure that in partnership with the Aeronet Association we will create the largest exposition, and working within the business program will help solve the pressing problems facing the industry, ”said Vladimir Sovetkin, Deputy General Director of Aviasalon.
The participants in the thematic section will receive a number of benefits, including special conditions for renting exhibition space, additional passes of the category “Participant”, and expanded information coverage of all events related to participation in a collective exhibition.

I'd recommend for the static to get to the showground as early as possible and then head straight to the large aircraft, which tend to be parked together, photograph these while the crowd is at its lowest before moving on to the smaller exhibits. 300mm will be a little short for individual aircraft in the air requiring some cropping during post processing, but it should be fine for the display teams.
I went to the 2017 show on a Friday which is the first of the public days, and while it wasn't too busy first thing, by 11am it was starting to get very busy. The trade days should be noticeably quieter, but like you say, it's probably best to avoid the opening day in case of increased security if there are VIPs there.
Without transport the fields on the other side of the river will only really be accessible via a taxi, in which case the ability to speak Russian would help greatly!

I am thinking of buying access for the first public day and also for the second trade day to avoid any possible top VIPs... although what if the President and his people show up on the second day?
Everything is possible. I will just try my luck. I will attend the trade show with a business name. It's always better. It looks less amateurish.
About going to the other side of the river....
Are there any maps available with the proper spots? Any of you people planning on being there? I really want to see both sides of the air show. I can always ask my hostess for help, she can write me stuff on a piece of paper or a printed map or whatever.
Third thing: the weather!!!
If it rains it will be less fun. RIAT in the mud was not a good experience. Here again it will all be a matter of luck.

The line in red is where you can view off base, apparently you used to be able to go on the other side of the river but that is now out of bounds.

I saw quite a few cars there in 2017, so I don't see why not unless the access has changed this year. It seemed to be quite a popular spot with the Russian public, with families setting up BBQs and watching the display.

No problem, I guess if you do hire a car you could always do a recce of the area beforehand, as your hotel isn't too far away from Zhukovsky?

I think I will skip the public days inside the air show grounds and head out to the "red line district" to watch the planes instead.
I had spotted a church not too far away from there on Google Maps. The church name is St. Michael the Archangel. Should be accessible by some form of public transport or other.
I think getting to the red line is quite feasible on foot from the church. I will not have a car.
I will just have to figure out which transport to take to get there from central Moscow ... and arrive early.

A word of caution... In 2017 word from the local police.... The locals were getting very upset about the amount of cars being parked in front of their homes. People that have been there will know that there is not a lot of room on those roads in the red area. The word from the police was along the lines of.. "this will be the last year for parking and such. That was for 2017... So I hate to say it, be prepared to maybe not be able to use that area this year before committing to such a long walk. But then again... you would probably be okay in staying since you wouldn't have a car.. who knows.. The police may just make it so locals can get in just like the village near the control tower. You used to be able to watch from there.. 2017 they had guards only letting locals in there.

Have you tried it before?
I figured out a public bus to get to that area near where the church is along with the metro station to catch that bus. I will provide the info if someone is interested.
Can always find a taxi after I get off the bus. There have to be some during air show time.
I will speak to my hosts in Moscow. I am hoping to meet with a group of spotters from Siberia during air show time. They attended the Defense show this past weekend.
If non local cars are banned by the police all non locals who want to get to the Red Line district will have to walk anyway.

I haven't tried it before but according to Google Maps it's a 5km walk from the church.

I'd say at least an hour walk.. as there really is no direct way to the field without cutting through some dense forest and farmer fields. If the police enforce the area. I'd bet walkers would be allowed. It was the cars parked in front of peoples houses they and the locals were having a problem with.

You are close. Yandex map gives me an estimate of 44 minutes walk for 3.6 km distance from the main road crossing where the bus lines are.
That is to get to the center point of the observation field by the river. Then you have to walk a further distance along the red line.
There is a road to get there. Probably not a large road but there is a road or a path. I don't see the need to cut across farmer's fields or forest.
The best is to form a group of spotters and walk there together or share taxis whatever. United we stand.... I was just told there will be Iranian plane spotters making the trip to the air show. Good for them. Maybe there will be some that I know.
I will be on foot. I don't see why they would block us walkers from accessing these places.
