It requires 4 engines and must be built on an airframe designed and built in the US. Rather limits the scope of the project.

A Bally B-17 also fits the bill: https://en.wikipedia.org/wiki/Bally_B-17

Not sure it has the payload capacity though.

A Liberator would be better (range and payload) but perhaps a DC-6 even more so. How about a Martin Mars?

No. It hasn't

The platform will almost certainly be a Boeing 747-8, but the contract to convert the aircraft will not be fulfilled by Boeing themselves.

Sad to see it go, as access at Lossie will be a lot more difficult. On the other hand, I'm hoping it'll be well looked after up there.
